Project Objective
The City of Muskego, Wisconsin and Waukesha County Department of Public Works are reconstructing Janesville Road (CTH L). The project employs context sensitive design in an urban corridor. The project involves the reconstruction of a 2.5-mile section of Janesville Road from Racine Avenue to Moorland Road through downtown Muskego. Due to increased demand, Janesville Road is being expanded to a 4-lane divided roadway with sidewalks on both sides of the road, curb and gutter, and a new storm sewer system will run the entire length of the roadway.
Context Sensitive Solutions (CSS)
The Context Sensitive Solutions process was utilized to achieve a balance between transportation needs and the needs of the community. An advisory group (AG) was formed from members of the community, and helped the City and County identify issues, or perceived problems, with the existing road. Between the CSS process and two Public Information Meetings, a preferred design was chosen from the numerous alternatives. Roadway Design
The preferred alternative will consist of a four-lane road with a twenty foot wide raised median, curb and gutter, five foot wide sidewalks on both sides of the road and a ten-foot wide grassed terrace between the curb and sidewalk. Median openings will be provided at intersecting roads and in between intersections. New signal design will include the following intersections: Lannon Drive, Parkland Drive, Bay Lane Drive and Martin Drive. Items such as street lighting, sidewalks, and streetscaping will be incorporated in the project design in coordination with the City of Muskego.
Real Estate
Right-of-way is being acquired to 55-60 feet from the roadway centerline with additional grading easements as necessary. Waukesha County recently completed the Acquisition Stage Relocation Plan for this project, which involves only those properties the county needs to buy and provide relocation services. All affected owners have been contacted, and the relocation process has begun. This process will continue into 2010. Anticipated Construction Schedule
The project is being completed in phases. Phase I includes the east half of the project from Lannon Drive to Moorland Road. Phase II includes Lannon Drive to Racine Drive. Phase I construction will begin in the spring of 2012, and Phase II will follow in the spring of 2013. Various utility relocations will take place throughout the corridor in 2011.
